Changes to lsstsw to rename ctrl_events package to legacy-ctrl_events

      Description

      This work removes:

      ctrl_events

      from etc/repos.yaml

      and moves the repo to

      lsst-dm/legacy_ctrl_events

            you have to be careful about removing targets from repos.yaml since it can break old builds. Better to change where ctrl_events points in that yaml file but still have it there. I don't think you need to add the new product name, just change where the old one points (I may be wrong on that).

            Note that the naming convention seems to be legacy-ctrl_events rather than legacy_ctrl_events.
