      Description

      The periodic builds of lsst_apps/etc. can end up competing with end-user submitted jobs for resources. A simple solution is to shift these builds to run outside of regular business hours.

          This moves from 3 randomly distributed builds per product per day to a
          single build per day between 0000 - 0400 project / pacific time.
