We have to define class properties in the .cc file for pybind11 to see them; can this be fixed?

      Description

      While wrapping C++ code with pybind11 we have found that any static constants that are to be wrapped must be defined in the .cc file; if they are defined in the header then they have no address and pybind11 cannot see them.

      Thus we have had to change some of our C++ code slightly in order to wrap it. This is a nuisance. The question is whether there is some way to get around this? Perhaps pybind11 itself can be enhanced to fix the problem?
