Create metric definitions package

      Description

      We need to organize a repository to store validation metric definitions. To start with, pattern it on the validate_base metrics yaml format.

      As part of this, we should lift the units definition into the metric layer, instead of the specification layer (see DM-9312).

            (for posterity) This ticket also effectively included validation framework design that is written in https://sqr-017.lsst.io (DM-9533) and implemented in this here in validate_metrics.
