Error installing sims_catalog

      Description

      I get the following error installing sims_catalog on current master:

            ix is a float. That's not allowed as of at least numpy version 1.12.

            Yes, sorry. DM is just the default Project when creating a ticket.

            I also keep forgetting that they're separate.

            But that explains why I couldn't find the Sims component

            I pushed to `tickets/DM-9724` the trivial change of wrapping the ix = int(line['id']) in the testing code.

            But I don't know whether it's only the testing code that is a bit careless about the indexing, or if the general uses of the `sims_catalogs` do this as well.
