difficulty bringing up jenkins slaves in us-east-1

      Description

      I suspect that we're running up against an EBS limit in us-east-1 as I had trouble brining up jenkins test slaves today until I drastically reduced the volume size.

          This was resolved by requesting an EBS limit increase from AWS for us-east-1.
