Relieve LTD Mason of setting S3 object ACLs

      Description

      Object in the lsst-the-docs S3 bucket should be public readable. So far the public-read ACL is set on individual objects by LTD Mason during object upload. The problem with this is that not every client account with upload permissions necessarily is an ACL grantee as well. Specifically, want to operate LTD Mason in a model where each deployed client as its own s3 credentials. Solution is

      • Set the public-read ACL on the S3 bucket itself.
      • LTD Mason no longer sets ACL
