      Description

      lsst.afw.image.makeVisitInfo.py has the following in it's docstring:
      "This function will be replaced by a VisitInfo constructor once we switch to pybind11
      (it is too much hassle with SWIG)"

      Now that the pybind11 conversion is complete and VisitInfo has been implemented, this comment should be updated.
