      Description

      [ ] Create wrapper install packages for libffi and cffi

      This is in support of installing the treecorr cross-correlation package and implementing RFC-296.

      This might be easy as libffi is installed on most systems. But this might make it a bit more difficult to test and make sure this has been done right.

      One system it's not on is CentOS 7.3, which is what lsst-dev runs.

      probably easy but not something I know how to do just off the top of my head; it's also something is likely already instlled on most systems, so we should decide whether to detect the already-installed system version.

            Using v3.2.3 of treecorr that does not invoke these dependencies. May be appropriate to update to more recent version of treecorr someday, in which case this present ticket could be revived.
