Description
Currently there are no ready-to-use DECam datasets (Butler repo) in /datasets/decam/ on lsst-dev. I propose to add some public raw COSMOS data to there, along with some Commuity Pipeline calibration data.
My plan is to add:
- 291 visits of raw COSMOS data from Feb 2013, including filters gurizY --> /datasets/decam/raw/cosmos/
- Some Community Pipeline bias and flat calibration data (masterCal) also from Feb 2013 --> /datasets/decam/calib/cp201302/
- Defects/Bad Pixel Masks (BPM) calibration data for processing raw data --> /datasets/decam/calib/bpmDes/
As per the policy in RFC-249, I will butlerize these data.

I'm not sure this needs an RFC: seems like an obviously good idea.
John Parejko The RFC is needed per RFC-249 to solicit input on format, layout, etc so that the addition is widely useful and remain stable (removal / change) requires RFC.

I don't see anything controversial here so I went ahead and gave you control over datasets/decam. You can populate the location with the understanding that comments here still influence the naming / location until the RFC ends.
