Updates to LDM-142 LSST Network Sizing

      Description

      LDM-142 (Network Sizing Model) has been updated primarily to reflect latest plan for bandwidth utilization, especially during failure modes. Minor updates to schedule of bandwidth availability also included.

            K9 and K10 seem to have excess capacity for Science Data Transport over the other links; am I confused here? And how is non-Science Data Transport traffic getting to Chicago-Archive (K10) if it's not going over Miami-Chicago (K9)?

            Also, note that the "Commissioning" period might need to explicitly call out usage of the network for archiving of Auxiliary Telescope data assuming that makes its way through the CCB process.

            Notwithstanding the above, I recommend approval.

            Regarding K9 and K10: I copied K10 into K9 to make them consistent. The reason these are oversized relative to the other links is that the two links are being provided by different entities (i2 and ESnet) and those are the requested capacities. Neither agreement is firm and contracted yet, so there is some minimal risk here (covered by existing risks). That will change over time once we have a firm agreement with ESNet, but for now that is the case. In case of failure, we decided for now to keep the most simple model, so we kept the highest priority (Science Data Transport) only.

            So, the copy of K10 into K9 is the only change in version 31 in docushare which is the (now) requested version for approval.
