Add ginga and ipyevents as third party packages

      Description

      The display_ginga package cannot be installed with eups distrib install because optional dependencies are not respected (see DM-15299). This means we need to install ginga before the display package. I am also asking to add ipyevents since ginga isn't really usable in notebooks without it.

      Both of these packages install trivially with pip, I do not believe it would be hard to install them from source.

            I don't think that's a policy; I think it's a mistake!

            The fix is to document that the list of python requirements are in the lsstsw package.

            I can add a link to the documentation if we end up going down that road. Though it looks like neither are vanilla conda installable, so we may need EUPS packages anyway.

            Simon Krughoff it looks like you can adopt this RFC. There don't seem to be any objections and it seems like you should use TaP packages.
