Description
An action item at the November DMLT face-to-face asked for service levels for each enclave and the services within it. I have drafted text in LDM-148 laying out the requirements and expectations for these service levels.

I have modified the text about downtime to explicitly refer to unavailability while observing is taking place and to exclude maintenance periods when observing is not taking place.
