[RFC-618] Science Pipelines release 18.1.0 - Jira

By request of our colleagues on the PFS project, please issue a new release of the LSST Science Pipelines incorporating the changes on ~~DM-20506~~.

I understand this to be “adding functionality in a backwards-compatible manner”, and hence this would be release 18.1.0.
