Add CBP package to lsst_distrib

      Description

      The package for doing CBP (the collimated beam projector) coordinate transforms is already in repos but not lsst_distrib meaning it bitrots. It should have been added when it was created, but wasn't.

      This RFC is to add it (obviously once the bitrot has been fixed).

            I'm not certain whether it will be necessary for the "flattening the flats" analysis (which is the CBP's primary raison d'être) - I don't think so, but I could be wrong. 

            However, for the CBP's secondary purpose, the filter characterisation and chromatic stuff etc, it will definitely be necessary; it is the coordinate transform tool which allows us to know which parts of the pupil, filter and focal plane a given beam is illuminating.

            I read the above as saying there is at least a likelihood that this will be of use to end-user consumers of the Science Pipelines, so I think it goes in lsst_distrib.
