Description
We have updated the operations costs for the Rubin Observatory Networks, in the course of revising the Operations Proposal. The Operations Proposal references LDM-142 and so they need to be kept in synch.
Construction/commissioning costs have not changed, except that in LDM-142 there was a $320k one-time cost and $30k yearly recurring costs for NCSA Archive Network (Chicago - Champaign) WBS 02C.07.04. These appear to have already been added into operations costs in the original proposal. Wil O'Mullane and Bob Blum need to understand what the exact situation is.

My understanding from Jeff is that the costs were part of the ops proposal and should not have been included in the construction budget. Which is distinct from "we decided" to move the costs from construction to ops. This corrects and error or misunderstanding, not making a change.

The FY22 costs attached to operations are not approved, although the ops team plans to propose them. This won't be settled for some time. The rationale is the net cost to the survey is the same and this profile helps secure bandwidth with our partners.
Yes, he was concerned that it implied we were violating the "color of money" restriction between MREFC and Ops.
