Add hiredis and redis-plus-plus TaP packages to qserv_distrib

      Description

      We have prototype code on a branch in Qserv that uses Redis-cluster as the data store for its Global Spatial Index, we would like to check this to master for further testing.

      To access the Redis-cluster Qserv will depend on third-party client libraries to access the Redis-cluster: Redis-plus-plus, which depends on Hiredis.

      We intend to add these new packages as dependencies of qserv_distrib only; lsst_dstrib would not be impacted.

      Redis-plus-plus is licensed under the Apache-2.0 license.
      Hiredis is licensed under the BSD 3-Clause "New" or "Revised" License.
