We seek comments on the following draft LCR.
The purpose of this Change Request is to clarify that the Data Management System will be capable of generating templates for image differencing separately from Data Release Production. Exercising this capability in the first year of Operations would enable alert generation prior to the first Data Release beyond that currently envisaged by templates from any releases of commissioning data.
It also removes the specific requirements on the temporal range of input images in templates and airmass binning to provide greater flexibility in meeting other performance requirements.

LCR should be okayed by CCB
Some feeling in the DM-CCB that the title 'incremental template building' is confusing. The title should be updated for the LCR to make it clear that we propose to incrementally build up a library of templates across the sky (spatially) and not that we will incrementally over time add to the templates (temporally e.g like a moving average )
I propose to title the LCR “Establish Ability to Construct Image Differencing Templates Outside of Data Release Production.”
