Accept new version of DPDD as baseline

      Description

      This RFC is for updates to the DPDD to bring it in line with current DRP plans
      It removes reference to Multifit and multi-epoch fitting, clarifies plans for producing and serving coadds, and the current status of the approach to computing photometric redshifts.

      These updates also require updates to the DMSR LSE-61. The corresponding DMSR requirements are proposed in RFC-709. These 2 documents should be issued together to maintain consistency between the DMSR and DPDD

            In section 4.4.3, last paragraph on page 45, I think the word "regions" is missing in this sentence, where I've inserted it in bold:

            To mitigate this effect, we are considering both building per-object postage-stamp coadds or by discretizing the inclusion or rejection of an epoch into the coadd over small predefined regions (and hence ensuring PSF discontinuities appear only at the well-defined boundaries between these regions).

            I note that the DPDD does not seem to mention the creation of coadded all-sky images in HiPS format.  These are required under DMS-REQ-0329 and its children, especially DMS-REQ-0379.

            These are not the same as the RGB images for EPO - or at least they are a superset, for we are required to produce a HiPS image separately for each band.

            The DPDD also does not mention MOCs (see DMS-REQ-0383).

            LCR-2463 is closed. LSE-163 have been updated in GitHub, and the new approved version has been uploaded to DocuShare as the preferred version.

            The follow-on LCR for LSE-61 changes is LCR-2543.
