Demote LDM-144, 143, 138, and 140 from sizing/cost model

      Description

      These documents made up part of the sizing and cost model prior to the development of DMTN-135. They continue to contain valuable information, but they are no longer used to model or constrain the design of the system and are not expected to be updated. I propose that they be "demoted" to "Document-NNNNN" status but remain part of the "DM Technical Baseline" collection in Docushare (Collection-2511).

      Alternatively, if this is too difficult to implement or causes problems with historical links from other documents, they can be moved to Collection-4911 for obsolete technical baseline documents.

      LDM-141 and LDM-139 are still referenced in DMTN-135. Unless and until that information is extracted, those documents should remain as is.

            I strongly prefer the alternate proposal of leaving the documents as LDMs and marking them as obsoleted.

            I have moved these documents to Collection-4911, renamed them to include "- OBSOLETE" in their names, and added a summary saying they have been "Replaced by DMTN-135".
