Description
We propose removing devtoolset-6 and -7 from developer infrastructure at NCSA. That infrastructure will include:
- lsst-dev{01,02,03};
- lsst-login{01,02,03};
- All Verification Cluster nodes.
This change will not affect Science Platform systems located at NCSA.
Removing these devtoolsets will render all of the old shared stacks listed in the Developer Guide as requiring devtoolset-6 non-functional; they will subsequently be removed. Weeklies prior to w_2019_38 will no longer be available.

Also new HTCondor batch and submit nodes and dbb-gw VMs (although these will have only been used internally at NCSA at this point).
