Remove obs_ctio0m9 as a supported obs package

      Description

      On DM-26838 none of the calibration products team expressed any enthusiasm for updating obs_ctio0m9 to Gen3 — or, indeed, for ever again looking at data from this instrument.

      I propose, therefore that obs_ctio0m9 be marked as deprecated in the next major Science Pipelines release (21.0.0) and removed thereafter.

            This was discussed by DM CCB and there were no objections to deprecating this package (including removal of the ci package from lsst_ci).
