Move from Jira On-Premise to Atlassian Cloud

      Description

      Atlassian is discontinuing on-premise server sales 2Feb2021 and ending support 2Feb2024. RubinObs uses Crowd, Confluence, and Jira, all of which are affected.

            Not mentioned in ITTN-035 are the procedures to be used when the Summit or Base are disconnected from the Internet. I think having these in place is essential prior to any migration.

            I think that, technically, the "server" product line is discontinued in favor of the "data center" platform which can still be on-premise, but people are encouraged to move to cloud. Both are subscription based. Non-profits do not get the same discount with Jira Data Center (although you can get an academic discount) - so the pricing may still vary.

            Note that we can apply for the "open-source is free discount" - I believe Wil O'Mullane is dealing with this.

            "Free" is good.   IPAC is looking at near-prohibitive cost increases for the licenses.  With Jira there may not be much of a realistic alternative, but it's at least conceivable we may drop Confluence.
