Add ATLAS-REFCAT2 to as a reference dataset

      Description

      In order to aid in sitcom activities we would like to add ATLAS-REFCAT2 (https://archive.stsci.edu/prepds/atlas-refcat2/index.html) to /datasets/refcats and ingest into /repo/main.
      This refcat will be used to calibrate AuxTel imaging surveys particularly in regions the PS1 reference catalog does not cover and for bright stars. Also, ATLAS-REFCAT2 is more appropriate for initial photometric calibration than Gaia because the bandpasses are more similar to the ones used for Rubin.

      ATLAS-REFCAT2 is an all-sky reference catalog containing nearly one billion stars down to apparent magnitude m ~19. The catalog includes PanSTARRS DR1, ATLAS Pathfinder, ATLAS re-flattened APASS, SkyMapper DR1, APASS DR9, Tycho-2, and the Yale Bright Star Catalog. Gaia DR2 serves as the source of the astrometric solution for ATLAS-REFCAT2. The ATLAS Pathfinder telescope was used to collect g,r,i photometry for stars brighter than the 14th magnitude bright limit of PanSTARRS, and to extend the reference system below -30 declination.       The full catalog will take up ~200 GB of disk space.

            This may also be useful people processing data from other instruments as well: it might be good to have it hosted somewhere public.

            Given the mix of datasets that are included, we should include a note in the refcat README that this heterogenous catalog is likely not sufficient for LSST-level photometry.

            Note, however, that our documentation about refcat dataset policy is currently out of date, as it only applies to gen2. See DM-31704. Who is responsible for coming up with the gen3-equivalent policy? This new refcat could serve as a useful testbed for whatever new process is settled on there.

            At ingestion will use `Registry.setCollectionDocumentation` to include the refcat readme as the refcat docs
