Remove validate_drp from lsst_distrib

      Description

      validate_drp is no longer used by anything and has effectively been replaced with faro. My understanding is that validate_drp is no longer needed for gen2/3 validation.

      This all indicates that we can remove validate_drp from lsst_distrib.

      • validate_drp was added to lsst_distrib in RFC-445.
      • faro was added in RFC-753.
