Move unused packages out of lsst GitHub org to legacy status

      Description

      There are a number of packages in the lsst org that are no longer used. These packages should be moved to the lsst-dm org and prefixed with legacy- following the standard procedure.

      The full list is attached but consists of:

      • Third part EUPS packages that are no longer required with the conda env.
      • Forks of third-party packages that are no longer required.
      • Qserv packages that are no longer needed.
      • Openstack/puppet support.
      • Obsolete packages that we no longer use.

            As well as validate_drp, please relocate ctrl_execute, ctrl_orca, and ctrl_platform_lsstvc from RFC-838.

            As soon as DM-34484 is done (very soon I hope!) then obs_test can also join the legacy train.

            It turns out that the suit-help package was included in this move in error - I think because it looked like a fork following the retired pattern of forking external packages into lsst space in order to have control over tagging them?

            But suit-help is a fork for a different reason - to help with customizing the Firefly help to be more specific to the RSP deployment.

            Loi Ly, this is the origin of the issue you and Trey noticed today.

            We didn't catch this because it was just completely unexpected from the Portal group's perspective.
