Update baseline Python version to 3.10

      Description

      Data Management has had a development conda environment based on 3.10 for a good number of weeks now, and several people have been using it without issue.

      This RFC proposes that we adopt python 3.10 as the new baseline python version, and invites those working on T&S to weigh in on if this will work for them.

            We are also in favor of moving to python 3.10... We don't have any particular constraint.. I'd have to see about the timeline.. but I expect we can be ready in a couple weeks notice.

            DMCCB are happy to start work on this and include it in rubin-env 4.0.0.
