      4.4.5 Summit to Base Network Ownership and Operation
      ID: DMS-REQ-0175 (Priority: 1b)

      Specification: The Summit to Base communications link shall be owned and operated by
      LSST and/or the operations entity to ensure responsiveness of support.

      This requirement is not possible. The fibres are in place already and REUNA is the contractor for the La Serena-Santiago segment both the summit-La Serena and La Serena-Santiago segments of the LSST network. I propose to delete this requirement from the DMSR.

            I agree with this change, the Summit-Base link is not owned or managed by Rubin. It is owned by Reuna and managed by Noirlab, Rubin is the end-user.

            If there's a SLA provided by Reuna, it should be between Reuna and Noirlab, however, I understand there's no SLA for the same reasons Josh mentioned.

            I have reviewed the original contract, amendments, various reports, and purchase orders. The contract provides for the use of 2 pairs of dark fiber between the recinto and the gatehouse until September of 2034. A separate service contract with an SLA and fiber maintenance is to be negotiated separately to cover operations. An amendment adds that Reuna is to provide 24x7 monitoring and notification of problems but LSST/AURA is responsible for the equipment. There are no uptime or time to repair guarantees. I believe this may be intended to the the final SLA agreement.

            The LCR is now marked "Fully implemented" and I can confirm that LSE-61 now has these changes. I will mark the RFC complete.
