Description
At NCSA, postgresql (and psql on the command line) was installed at the system level. This is not the case at USDF. Since it is conda installable, I propose we add it to rubin-env-developer.
I envision many use cases for this, but most immediately, the AP team needs it to access APDBs that we often write to a Postgres database. At the moment, we are creating our own user conda envs to install it on a per-user basis, which "works" but is suboptimal.
Good call on specifying it's just for rubin-env-developer, thank you, I hadn't appreciated the distinction there.
