Make DPDD description of shear measurement plans more concrete

    Description

      The DPDD has long had an intentionally-vague description of how DM will perform shape measurement for weak gravitational lensing, which is a very big piece of our cosmological science pillar.  The state of the art has changed substantially since construction began, just as we expected it would.

      Those plans can now be made much more concrete, and in collaboration beckermr and Erin Sheldon (of DESC, Rubin commissioning, and the Dark Energy Survey) we've put together a proposal to adopt their "metadetection" approach.

      The draft changes to the DPDD can be found on this PR, while the rendered PDF can be found here. As a change to a document with project-level change control, this is just the first step towards an LCR.

            To followup on K-T's question on where it makes sense to load them into Qserv, my understanding is that these catalogs are going to be downloaded onto NERSC for further validation and processing. Given that, I don't know if there's going to be a significant benefit if lived on Qserv _[ツ]_/¯

            We will end up matching a subset of the shear sources to the standard coadd detections. So for a subset of the data (maybe 500 deg^2or similar), a table in qserv would probably bee a good idea. We don't need that for the whole thing.

            LCR has been approved, and changes have been merged to main.  lguy has offered to do the remaining work of cutting a new release with this update.
